The style is really old, like from the 80s or so. And on the cover is the character shown as a mermaid (she's not one in the story though)

I am looking for the same manga I believe. Is the girl really young? The teacher may like another teacher? I also faintly remember an obnoxious PE teacher. And there was also a tail about the mermaid in the beginning?
