MangaLator and Raffmanga belong to the same owner. He's migrating the raws to MangaLator to keep things separate and to look more like an actual reader than a random site. If you were to visit MangaLator and then check any series, you will see Raffmanga watermarks.
The raw issue was more a concern because the owner of the site purchases, scans, and uploads most of them himself, so they're considered "private raws." The watermarking is just to give the message that ripping them is not welcome.
But as always, piracy is generally illegal, so every scanlation or raw distribution on the Internet is illegal at the end of the day, unless it's a pure translation script and nothing else (e.g. MangaHelpers).
MangaUpdates has always been a hub for "scanlation groups" to announce the existence of their translated series, and for readers to easily find them to read. That's all it is and will continue to be. MangaLator hosts translated series in a bare-bone readable fashion, so it fits the criteria for being approved here, even if the quality is below-par. Readers who don't like it can just refrain from using it.

On-topic: Yes, that's precisely what's available from their website. Low quality releases (or as you imply, releases without quality control). But as mentioned, readers can choose not to use it if they don't like it. There's no guarantee of translation accuracy.
