So the author is the one with the idea for the manga and the artist draws stuff?

That is usually the case. But more often it's because the manga is based off of a novel or some other medium. Like video games or movies. It's rather rare for the artist to hire an author. I think mostly because anyone can write (a lot can't write well but that's what an editor is for), but not everyone can draw well enough to get published.
