Question about "Titania scans" releases

Recent release by "Titania scans" contains about 10% of untranslated pages. They claim that translation is available for some elite members on their forum, but, as I understand, only translation and not scanlated pages. Therefore I think that it can't be called completed release and should be deleted from releases list.
If I am wrong then could someone please explain how much percents of a chapter should be scanlated for it to be release? 95%? 50%? May be it is acceptable to just throw raw scans and txt with translation and call that "release"?

I'm dealing with this on a case-by-case basis. For this one, we're allowing the release

I kind of wondered about this too. I really appreciate the effort and dedication and hardwork needed to bring this to us.

But I can't help but feel as though it's kind of a bad idea to upload something of inferior quality. That many pages left untranslated ruined the atmosphere for me.

Like I said, I'm extremely grateful for you guys
