Using google translate and basic knowledge of traditional Chinese, it means something like:

i'm pretty sure the first part say something about your DOB in the format of year, month, day and the 'official' initials of your name...
and the second part i'm thinking is saying something like the password needs to be 15 characters length, with mixed, numbers, and upper and lower case letters? @_@
