Gurren Lagann - definitely.
Code Geass - I've only seen the anime (which is great quality), so I can't vouch for the quality of the manga.
Romeo x Juliet - again, only seen the anime.
Life - school life and not an army-sized revolution, but fits all of your requirements.

Hmm, Full Moon wo Sagashite in a way, with the shinigami. More inner conflict-y than outer.
Pika Ichi - lightly.
