I am looking for manga(s) where the student council members are the MC and it shows them (the process) of organizing big events like Cultural Festivals, Sports Festivals, welcoming ceremony, etc.
And well of course Friendships and Romance between them.

Also, the manga should show the passing of baton, be it from the seniors to them, or them to their juniors. I would like to see at least some interaction between the seniors and juniors.

It doesn't have to be student councils, it's fine if they are like some other clubs, but it should what's stated above as well.

A perfect example would be Tenshi nanka Ja Nai

A side-tracked example would be Hajimete no Aku
I know this doesn't have much to do with student council, but there is this chapter where they have this after-festival race which was just LOL.

oh, and i'm not looking for Kaichou wa Maid-sama since it's more of Misaki and Usui and maid cafe than school life.

hmm Koi dano ai dano 's two main characters are in student council.. though not from the beginning, they get into it later. And stuff takes place within the club so this may work. ^^ and it's really funny.

Yashiko Shodai Seitokai - unfortunately there is only one chapter translated, otherwise this would fit well

Fortune Arterial also has things you are looking for.

If that's so you could be interested in seitokai no ichizon, it's a harem/romance that takes place in the student council : the main character has worked very hard to be on the student council and the manga focuses a lot on comedy.

Then there's [m]koi to senkyou to chocolate[/m], also a harem where the main character is on a club that strives for the student council in order to avoid getting disbanded.

You could also be interested in GJ bu... a club

Then, if you're looking for a more serious kind of romantic story... let's see...

Maybe golden time though the clubs scenes are rare...
