if we talk about romance manga, i can't avoid said that Ichigo 100% is the best

I'll say Hoshi no Koe since it's one of the only ones I can really think of where the relationship between the characters is the main draw of the manga, and not something else like action (ex: Rurouni Kenshin) or comedy (ex:Densha Otoko or Angel Densetsu).

Emma and Bitter Virgin both deserve honorable mentions.
