Hm, dictionary says incest is sexual relations between people that are too closely related to marry, but lawbook says it's any known blood relation, so I guess you're right.
Still, the idea that siblings having sex wouldn't be incest if they could legally marry seems a little iffy to me.
I have lots of not-related-at-all relations on this list, though, and most of the people here seem to be wild about cousincest, so I'm not going to take it off. |D
