Depends on what distance they're from each other, how skilled they are, what kind of shotgun the guy have, and a good deal of random chance.
Without more information, I would bet on the guy with the gun though.

No, not every time.
A shotgun can misfire. A sword can't.

All depends on the wielders and the scenario doesn't it.
Sword is close-range, shotgun is mid-range.
The shotgun doesn't require much space (simply point and shoot), a sword requires (depending on the length) space to properly move. Now if the sword was a rapier, 'combat' in close quarters would be much easier since it's made for stabbing instead of slashing.
If both were at the opposite ends of a corridor with no obstacles, shotgun wins - no argument about it.
If the sword wielder could get close enough to actually inflict harm, odds are the one with the sword will win.
Who will win?, hopefully the sword. Don't like guns, if you absolutely had to kill someone at least do it proper and honourably (as far as killing can be 'honourable').

the odds of this happening with modern guns (if my memory serves me right) are slim, there's a reason why the world replaced weapons like swords with firearms.

the biggest thing to consider would be distance if the swordsman is close enough (close range) like with in a 10 ft radius i would give say swordsman if beyond that (mid range ~10-25ft) then it depends on skill of swordsman even though a shot gun the pellets spread it is still a gun if you get far enough out of the ling of fire you will be fine and then just close the distance or keep dodging (or hide) until he/she has to reload then move in (also have to note that the better the marksman the harder it will be to dodge) but going farther even still (long range~25ft+) like said earlier shot gun pellets spread and the farther away from the gun the wider the area that the pellets will hit at that point all the swordsman can do is try to dodge an area like 10ft from the like of fire, hide or run also it must be noted that a shotgun does not preform well in long distance it is not very accurate pellets spread too much and pellets speed decrease fast and start to fall, a shotgun is best at mid range so one can try to run away from the gun in zigzags until the shooter needs to reload then try to run in but then you will have to pass the mid range zone.
over all i will give the advantage to the shotgun but it is possible for the swordsman to win especially in short range (however if it is a sawed-off shotgun then it is better in short range and closer mid range but much worse at long and far mid range).

Gunman -> point and shoot.
Swordman -> get firm footing, swing or stab with sword, hoping the other person doesn't dodge or block.
Even at like point blank range, the guy with the shotgun is going to win 9 times in ten.

You're clearly someone whose knowledge of firearms comes from FPS games instead of reality. A shotgun can and will kill you at 25 feet, and will continue to have maximum lethality at 120 feet. And more importantly, despite what Call of Duty wants you to believe, getting pellets shoved into your leg will incapacitate you and make you scream like a little girl.
A shotgun will beat a sword every single time, unless they start within swords-reach of one-another. In which case, it's basically a coinflip of who can hit first. Even in the event of a misfire, if you still have to clear 30 ft, that's enough time for a trained gunman to load the next round.

Are we operating under the assumption that the shotgun comes with ammunition?
You should really list out all assumptions.

Shotgun.
Can't stop over 100 beads with a sword unless it was built like a shield. Distance can play a role though. But, if we're looking at anything between the distance of a sword fight, the gun should always win.
