Gurren Lagann isn't that great in character developement. Simon has some shallow developement, Kamina has none at all, and same goes for Littner.
It does however, have pretty colours, a great soundtrack, humongous mecha, and an epic feeling that makes the viewer really excited and pumped up. That is why it's popular.
Series with character developement? No not really. Go watch Noein, Simoun, Princess Tutu, or Cowboy Bebop if you want that
