IRC is a protocol, a way of doing it, there are different server programs and client programsIt is basically nothing more than its name; Internet Relay Chat. One or more servers running an IRC daemon creating a network which Relays bits of text over the Internet to others, creating a Chat.
On the other hand, what your IRC
client can do is a different thing. Some have features that others don't. And mIRC has its own script language which has enabled users to create their own addons. SysReset and UPP are popular among scanlators since they have the file serving functionality, and other things... Other clients also have scripting capabilities, so if you know languages like perl and python and such you can modify some of the clients a bit.
