Penguin Brothers is pretty good.
Demon Sacred too, Boys n girls, Dice, nana. Anastasia club and Kagen no Tsuki.
And also Deep love: Ayu no Monotogori and Kodomo no Omocha were pretty touching.

Love Monster is also fun to read too but not sure if it can really count as the "best shoujo". It's been a long time since I read it, though.

I try to stay away from manga which're overly fixated on cute boys and girls and quite simply, most romance stories unless they have interesting and strong characters and a good plot. And also, most soppy melodramatic stories are a big "no no" unless they're really touching.

I think Fruits Basket was alright.. I really liked HanaKimi, Ayashi no Ceres and Hot Gimmick..Absolute Boyfriend? I thought that was quite sweet too.. and definitely Ouran High School Host Club 😀
