i don't know if its done b4 or not but i am looking for a protagonist with a history and already powerful from the beginning.
not that shounen cluche of starting weak and becoming strong..
i want to see a hero who's already kick@ss from the start and some plot important people knows it.and if possible with a a sad background which prevents him from going all out etc..
such examples will be..

Shing Angyo Onishi

The Protagonist is the last remaining Justice inforcer of a fallen empire and a Great General of that empire

Mahou Tsukai Kurohime

The Main Protagonist was the Most Powerful Witch on Earth b4 being cursed

Blade of the Immortal

In the past he was known as a powerful samurai amongst japan

Blood Alone

The Protagonist was a known and powerful vampire hunter b4 moving back to japan @ the start of the manga

Shina Dark.

Well He's Satan what more could you ask xP

hope you get the idea xP..
and umm Seinen Titles preffered..
Thanks in Advance..

White Dragon - it's shounen but he's super powerful from the beginning.

Kurogane
Elfen Lied if you consider Lucy the protagonist
Vampire Juujikai
Chrno Crusade probably not very much, but I'm gonna say it anyway.
Ares This is the best recommendation I can give you, so if you only have time for one, I'll definitely go for this. They definitely get better during the series, but they start to kick ass from the very beginning. But I think you'll like it even if it's not probably the best example of what you're looking for. It's a manwha, hope you don't mind.
And maybe Kurozuka can fit too.

They all have a sad background.

Well those were my best recommendation so the next ones are probably a little less pertinent.

Dance in the Vampire Bund
ES something more psychological and less action-packed.
And I suppose that also Onizuka really kick ass (GTO, Shounan Junaigumi!, Bad Company, GTO: Shonan 14 Days)
And I suppose you already know Claymore.

If you are more interested in the tragic past rather than the kickass part, I'd add:

Gunslinger Girl I don't think anything can top this one
World Embryo

Shut Hell was of the most Kick-ass main characters (from the very start) that I can think of.
Berserk He is really bad-ass. That pretty much sums him up.
Claymore They do indeed get stronger, but the main characters are pretty bad from the start.
Blaster Knuckle such an awesome fellow.
Saver yep. yep.
Tokyo Akazukin if you're alright with lolican/hentai.

They're all known, in some degree or another, but normally by name/what they did, but not known by their face.
I'll add some more later, but those are the ones I can think of from the top of my head.
