like Mahou Sensei Negima! how the first few volumes are pretty uninteresting but the it gets really good and action becomes a main focus.

eee... never read mahou sensei negima, but One Piece is an action manga that start slow... (building the plot) and really stupid which make it awesome. And i think you have read OP.
Coz that's the only manga i can think which have bad start and awesomeness later.

Majeh I think.
The first three or so volumes are nothing to write home about, but after that it gets pretty fun and cool.

Kuroshitsuji sine i first saw the anime i knew it´d get interesting but i had to show a friend of mine a pic from the later chapters

when grell kills madame red, because the friend loves it when a character dies
, naother friend didn´t want to continue reading more than the first two chapters and said it was boring.
Shinshi Doumei Cross i first got the "oh, not another normal lovestory" feeling, but it turned out pretty good

Hajime no Ippo, perhaps.

The Legend of Sun Knight is looking to be that way, though there aren't many translated chapters out yet.

Noblesse starts out very slow, but it has nice comedy to preoccupy the readers. The action is great.

Sun-Ken Rock, if you're fine with some really mature content

Kyou Kara Maou starts out with a comical exploring-the-setting kind of feeling, but it moves into wars and battles nicely.

Kateikyoushi Hitman Reborn!

Only problem is there isn't much action in the first few volumes. It's mostly comedy and setting up for the later chapters. Then it makes a 180 and changes COMPLETELY. It becomes really good.

Neither of these really is an action story. Um, maybe Blood +, but I'm pretty sure that has action from almost the beginning. Watch the anime, though, if you decide to check it out. I really liked it.

Definitly Noblesse (pretty slow at beginning) and Katekyo Hitman Reborn (mostly comedy in beginning then gets really good later on).

As people said Reborn! fits perfectly. I'd also like to say Kekkaishi (awesome fights but it takes a while).
