I had a sudden hankering to find this particular manga I read a long time ago, but I can't remember the title.
It's about a light-haired (white?) boy that has lightning/electricity-based powers. The origin of his powers, I think, was because of some scientific experimenting and was one of the first projects? In a later chapter, there was also this quirk of his powers that related to potassium or something. @_@;;
There was also some organization of people that dealt with . . . supernatural occurrences. slkfdlasas I read it at least over a year ago.
. . . and the boy also has a younger sister.
EDIT: The story focuses on the scientific experimenting and the experiments that came from it. Setting is a city.

if I remember correctly.. Enjin has sort of like.. electricity-like powers? his hair is white too. and he has a younger sister. But I only watched the anime.. so I don't know everything about it. but he's not really a main character.. >_>

You know, I was pretty certain it was Get Backers too, until I saw the 'he has a sister' part. Other than that, Ginji from GB fits the description pretty well - but he most certainly does not have a sister...or a family, come to that.

Hmm, E's perhaps? He has a younger sister, lives in a big-ass city, and belongs to an organization that does scientific experiments on psychics. I'm not sure that the rest fits, though.

Zero? Not sure at all.
Light hair, government experimentation, first sample, sister. According to the description he has an ability called, "zero shock." Sounds electrical. Fits the criteria a bit(never read it cause apparently the plot gets stupid and the ending is horrible).
