I want romance that takes place during winter.
Maybe a scene where they are on a date and it's just slightly snowing, but that doesn't have to be the case.
Any genre is fine, but shoujo/josei is most definitely preferred.
Any recommendations?

Yuru Koi!!! Good thing I just re-read it last night. 
It's a josei romance... *le sigh.
I also second Koi, Hirari... beautiful first chapter for your request (made me wish I found love at first sight with snow gently falling around me)
Koukou Debut I believe had an arc with snow/winter... yeah... I'm sure it did.
Harem Lodge has a super cute scene in the middle of the series.
There's a one-shot in which winter/snow is very important: Fuyu no Hana

I want to revive this... it's getting colder in the northern hemisphere, so I want a warm, fuzzy one.

Definitely Sand Chronicles. The manga revolves around the 4 seasons, but much of the important parts are during winter.
