Yup, manipulative
like the girl from Onii-chan Control. Though she doesn't have to have any other qualities. Or rather, it's fine as long as she has the manipulative quality.
Thanks!

Does she have to be the lead? If not, there would be more coming to mind.

Hoozuki-san chi no aneki maybe, also fits with your sadist search

haha, how did you know I was searching for a sadist? I already read that one though.
And I would like it if she was the lead. Well, if not, then every manga must have a character like that somewhere.

Aku no Hana
There is a manipulative female lead in the beginning, but I don't know wether this persists throughout the series. I'm guessing it does.

Yes for Yuureitou, it's quite interesting... I liked S no Kaikoroku but she's not exactly manipulative...
