I'm looking for good animated japanese films.
-One that is not based on an anime
-Not a Ghibli production
-Not straight out horror or hentai
+Preferably a good ambience? Story?
If you can find some, chinese and korean animated films should be okay too.

Seconding Kumo no Mukou, Yakusoku no Basho and Jin-Roh and most other films by SHINKAI Makoto (Hoshi no Koe, 5 Centimeters per Second) or OSHII Mamoru (Ghost in the Shell, Sky Crawlers).
For something calm and bittersweet, try Hotarubi no Mori e. It's by the same mangaka and by the same studio as the Natsume Yuujinchou series.
EDIT:
Totally forgot to mention Akira by OOTOMO Katsuhiro, a classic of the post-apocalyptic Science-fiction genre.

While I second Jinroh it's actually based on a manga.
You could try Sky Crawlers and Toaru Hikuushi e no Tsuioku. Both are based on novels or light novels though.
Tales of Street Corner from Tezuka Osamu is really good.

I pretty much agree with all movie above, with my favorite being 5cm/second. You could check HOSODA Mamoru's movie too (Summer Wars, The Girl Who Leapt Through Time)

Locke the Superman (very decent psychic sci fiction)
Project Ako (only the first one)
Robot Carnival (a mixed bag of shorts)
Dallos (moon colonists rebel)
Vampire Hunter D: Bloodlust is not old school, but I think that it is a good popcorn flick to watch with friends.
