I'm looking for two things.

1. Protagonist is weak but acts strong for comedic effect, preferably with some action.

2. Buddy comedy, where the two main characters gets equal time.

You should also check Angel Densetsu; while the lead is the opposite of what you want, most of the real delinquents who are his sidekicks are exactly like that and it's a running gag.
