It's a school life manga? Where the main protagonist created a secret organisation when he was in school and it's grown quite big now and I don't think people know he created it.
Also I remember a torture scene where a man is put in a van and he has to pick a manga and he will be tortured based on which one he picks.
I also think everyone is crazy so many psychological?
Been looking for it for ages but can't for the life of me find it.
