The title is sort of self-explanatory. What I'm looking for is a male character that randomly freaks out and starts fantasizing or ranting randomly, but in a cute way. Some characters who do this are Tamaki Suoh from Ouran High School Host Club and Keidai Saeki from NG Life. Any genre is fine, but no hentai, ecchi, yaoi/yuri, or shojo ai/shonen ai. Thank you!

Well, I don't know about randomly freaking out or ranting, but I do know an adorably stupid male character. Saboten no Himitsu has this really cute, really stupid male character (you'll know him when you see him), so I would highly recommend it.

Thank you so much for the suggestions. I've only read Saboten no Himitsu, and although the guy is dense in a fairly cute way, he's not exactly stupid...and, though it is an odd thing to look for in a guy, freak-outs are a must. 
Randomly bursting into tears in good, too.

you should watch the anime: the legend of legendary heroes
i know .. the title is megalame but the anime is quite fun and there is a guy in there who dreams of a world where everybody can take afternoon naps... even though he is probably one of the most hated excistences on that world XD
he is adorable and you just have to look at him to love him

The male lead in this always reminds me of Tamaki, although the overall manga is more serious than Ouran High School Host Club. And his sister-complex reminds me of Tamaki's "daughter" complex with Haruhi.
Warning: There is a theme of incest, though, but unless that completely and totally repulses you, I would suggest reading it anyway. It's a good manga.

Seriously, when I watched the first episode, I immediately thought: zomggg... it's Tamaki in military garb!! *drools. The scanlations are just beginning, so you might want to watch the anime (plus it's nice to see him animated.)
