Looking for something like Midnight Secretary or Hotaru no Hikari (where the romance isn't YET with the superior, but it's obvious that's where it's heading).

Doesn't have to be a normal office, actually - it can also be any other workplace... Like a kitchen, in A Delicious Relationship, where the workplace is a restaurant.

Key thing is: The romance should be between a SUPERIOR and a SUBORDINATE at the SAME workplace.

The superior can be male or female, doesn't matter.

Straight romance is ok, gay romance is ok, it's all good.

Well, maybe you should try Doushitemo Furetakunai. One of the best workplace romance. Oh, did I mention it's yaoi? There are other BL manga featuring workplace romance between superior and his subordinate too. See if I could dig few titles after I get some sleep.
