Not sure if it's what you're looking for, but I like Salad Days. Almost every chapter focuses on a different romance, but there is one that it keeps coming back to throughout most of the series.

He's looking for shounen + romance or seinen + romance, not shounen or seinen or romance.

Cherry by Kubonouchi Eisaku is a good seinen romance. It's the only one I can recommend, but I do recommend it highly. ^_~

I'm still a huge fan of Blood Alone and REC.

Well since most of the manga titles you mentioned that I recognized focused mainly on the romance here are some of my recommendations (First 7 listed are probably the ones I’d most recommend for you, but they aren’t listed in any order)
I"s: A decent shounen romance
Pretty Face: A shounen romance with some good laughs
D-ASH: A highly dramatic senien romance. If I had to guess, you'll enjoy it.
Hatsukoi Limited: All things considered a pretty good romance manga, focusing on a fairly large group of people, rather than having one central character
REC: Senien romance, probably one of the ones I'd recommend the most for you
Bitter Virgin: Senien romance, it was so deliciously good at mixing drama romance and light humour to make a near perfect senien romance . . until recently. Odds are these few chapters are just a momentary laps of awesomeness, but even if they aren’t the beginning makes it more than worth the time spent reading it.
SaiKano: Depressing as hell, but I don’t think I’ve ever read such a touching romance manga. Mind you what the hell would I know it was so bloody depressing (it is a tragedy if you didn’t guess) I couldn’t read more than 2-3 of the 7 volumes + the last few chapters. Oh and it has a very good ending. Overall highly dramatic, highly tragic/depressing, but extremely touching. A must read if you can deal with tragedy.
To-LOVE-Ru: As long as not having a plot isn't an issue this is a fine harem
Karin: This would be another vampire romance shounen, well put together though
School Days: Well I liked this one up to chapter 4, then it got kinda weird, and from what I hear it might have a really ****ed up ending, so its your call if you want to read this
UnbalanceX2: Not sure if I should call this shounen or senien but its a pretty good romance manhwa, between a student and a teacher.
Akuma Jiten: Yet another shounen harem. Not all that bad from what I remember, but far from original
Lilim Kiss: Most people seemed to like this shounen romance more than me, so I won't say anything bad about it

Another manga I would recommend but am unsure about would be 3x3 eyes. It has a beautiful mixture of action and romance, with a relationship between both the lead male and female that doesn't take forever to evolve, but is constantly changing in some way, very refreshing really. The thing is though, its action first, then romance and I'm still in the middle of reading it so I can't give any final opinions on it.
