The first manga that crossed my mind was Lovely Complex but the guy is the one who is short and you wanted the girl to be the shortie? Even if it wasn’t the one you were looking for I would still recommend it, it’s hilarious and sweet 😀
The other one I thought about was Hayate no Gotoku! – there the girl is short 😉
