First an example:
A kid is trying to climb on the table.
Mom: "Don't do that, you will get hurt if you fall".
Kid: "I won't fall, I will just get on the top and have fun there".
The mom realizes that the kid can't understand the danger climb represents because he lacks any experience in falling. She holds the kid, put him back on the floor and says
Mom "You are not allowed to climb anymore"
A good kid will understand that even tough he doesn't agree with his mother he should obey, an more unruly kid may even think about disobeying, but he knows there is a punishment for disobeying, so he won't.
The same thing happens with first worlders(kid). They think that using guns(climbing) will make them safer(he will get to the top and play there). The government(mom) knows that this is not true, that only hollywood heroes can fight robbers with a pistol. A normal person will be too afraid of the robber hurting him and the people he loves to use the gun, and even if he does and kills the robber, the robber friends will come after him later(he will fall).

Once a robber invaded my uncle's house and tried to rob him, the robber got distracted trying to find jewels and my uncle shot the robber. The robber died, the police came, he was not condemned since he was "protecting his family". The next day he was inside his house when a 4 men started shouting in the street calling him out and promising he wouldn't get to see the next week. Two days later my uncle went to a city 800km away. Leaving excellent job and all the plans he had here. And he still lives there.
Here in Brazil guns are legal, but no one, aside criminals, has them. Here people know that the only thing a gun can do is kill, and killing will never do any good.
