Well, of course bad guys are a necessity to plot development, especially in a shounen (they are indispensable): but there must be a plot behind them or they'll feel to the audience like the comedic archenemies of gag mangas.
I mean, Sasuke as a character has all the rights to be "shady" "avenging" and "raging" but he has a definite past that should smooth out these features and make them more complex. Instead, due to the incapacity of the mangaka, we have a "stubborn hater", a madman, a killing maniac: thus the vast disappointment from readers.
If you see it from a particular perspective, its the first time that in a manga, a shounen one, a character is despised at a structural level, not just "cause he's bad bad bad and i prefer good characters".
