So, my friend is only interested in het romances if the couple is unusual. Particularily, if she believes the girl tops. AKA, tachi.

Remember Mirai Nikki with the badass yandere, Yuno? We were all sure Yuno topped. Well, when it finally came to the bed scene, YUKI WAS ON TOP INSTEAD, and Yuno turned all snivelly, which pissed us both off because ugh, it completely ruined the dynamic of a rare couple we found interesting.

She also believes Kirino tops Kyousuke, which makes sense, but that's not gonna happen either.

So, is there actually any manga out there with a good couple that has a legitimate female top that isn't yuri? (Not that I don't like GL.)

I think you mean something like female dominance? There is a category for that. As far as suggestions go maybe moteki would work.

There is a manga that I read once with the male that's really ultra-submissive but in the end he's still on top (but there's a good reason actually). And it's more sexual than lovey-dovey.

Well, it is difficult to find some proactive female leads in regular romance manga. The Female Dominance tag makes for a good start, so seconded.

The one-shot Ikenai Candy Love from NAGAE Tomomi's Koi wa Tenka no Mawarimono is exactly what you're looking for. It's just so hilarious how the protagonist involuntarily switches into her dominating persona while everyone else mistakes her for a meek office lady.

Nozoki Ana by HONNA Wakou might do. Very explicit, with a variety of female personalities, so the positions alternate from relationship to relationship, but the female lead definitely likes to wear the breeches.

YAMASHITA Tomoko's Satanic Sweet should be to your taste. It doesn't get to the explicit matters since it's just a one-shot but I'm pretty sure the female lead matches your criteria. She makes herself clear from the very beginning, so if the mangaka ever wrote a continuation, she'd top her partner for sure.

Kanojo wa Sore o Gaman Dekinai by IWASHITA Shigeyuki is another case where you'll have to use your imagination. As aggressively as the female lead comes on to our protagonist, you don't have to ask what happens inside his dog suit.
