i recommend Hatsukare and Itoshi no Kana Although itoshi no Kana is not a shoujo and contains a lot of nudity, but i think it fits.

Hatsukare has too many insecurities, it focuses more on them than the lovey-dovey-ness. =/

try Magico (IWAMOTO Naoki) its shounen but the couple is kind of cute and they sure are lovey dovey + innocent.

I definatley second Magico
Hana to Akuma quite sweet but not a real "couple", are living together though, just read it, really is great^^ (human girl, male demon)
Akagami no Shirayukihime just wait a few chapters until they really are together^^

Koukou Debut is a couple with energetic girl and silent guy. I, myself, hated the start of it but after several chapters, it's definitely worth it. They're just so adorable.
