Fruits Basket fits, if you don't mind shoujo.
Hrm. Maybe Pretear too.

Lol... totally second Fruits Basket, it was the first thing that came to my mind.
Land of the Blindfolded fits pretty well as well.

idk your description is a little vague.
fruits basket is an excellent choice if you want something where the main char is involved with each individual character.
negima and love hina are similar.
idk too many stories with a characters influence on that massive a scale.

(Possible spoilers? Maybe but not really just some names within the story)
Recommending Amatsuki again xD
Within the story his choices as the "Unwritten Page", Will decide the fate of the world and defy the God called Teiten. He influences the people with his relaxed mood and quick adaptability and the people fall for em ^^
Soo.. I guess he effects people.. Least it seems that way to me!

golden boy in the sence that he inffluenced a lot of people .
the characters a wanderer who seeks knowledge and who helps people he meets while jumping from job to job.
not exactly a romance manga (more aching on the perveted side) but theres some from time to time i guess...

idk rufio doesnt sound like what he wants plus there are many situations in series where a single character can affect the out come of the world... in fact its a cliche.
i agree with the comment on a strong shounen lead but due to the vague description i can only assume he wanted a character that is directly involved with all characters, perhaps slice of life. since shonens often have characters that dont interact with the main, although a majority of the characters are usually involved with the main one.
i think there was another series like gto but i dont remember the name. i think it was a female teacher who was daughter of a yakuza boss... the name escapes me though.

i didnt mean to be offensive, if i was i apologize. as you can tell from my suggestions my scope on the subject is limited too.
i dont even like shoujo all that much, i just happened to read quite a bit of it, same goes for shonen.
