Oh, and well, I can't really think of any non-smutty werewolf Josei/Shoujo atm. But you should read Wolf Guy - Ookami no Monshou. It's seinen but it's really good, I recommend it. :]

Tokimeki Tonight, Ransie's mother is a werewolf, so she's half werewolf. That's all I can think for shoujo manga.
