You might not like the last two since the art has really big eyes for the girls.

Punch! is the only thing I can think of off the top of my head. Art's not amzing, but it's cute.

Skip Beat! perhaps. Kyoko is only average-Japanese-girl height, but Ren is.....tall.

ETA: Oops, no, she looks her age. Hmmm.....Shiawase Kissa Sanchoume is certainly what you're looking for, but apart from that--maybe some of [a]Emura[/a]'s work? Some of her girls look pretty childish.

You can try Ane-Mone Seikaten from the same artist as Special A, only a oneshot though. The female characters of both Oyayubi Kara Romance and Oresama Teacher are shorter than the male leads, other mangas that come to mind are Moe Kare!!, Ibara no Ou and Veins. For the ultimate short girl and tall guy romance have you read Midori no Hibi? Forgot Nil no Koi☆Mahoujin

Love Monster - Tiny girl, but really developed. Meh. It has short girl tall guy, but I didn't really like it.
