I am looking for something a bit specific, hope there are some out there like this! I would love any suggestions for a manga about a male delinquent falling in love with either an ordinary girl or delinquent girl. The guy falling in love first is what I want. Also if the guy has issues getting her to notice him that would be lovely. The feelings do not have to be returned either but I would prefer it. I am placing a ban on rape and S+M as well (that of course includes sex slaves), ( "-_-) not my type of thing...at all (unless the guys is the sex slave, then ok I can deal). Thanks in advance

Ocha Nigosu(no word on whether they will end up being returned yet, but it is hopeful)
Hanza Sky is another one, but he isnt technically a delinquent. extremely recently retired delinquent basically.

Luck Stealer, though it's set some time after he retired being delinquent.
Can't remember if Sora fits.
Gokusen
Wanderful Days, catch is, he's no longer a delinquent, rather, he can't.

Watashi ni xx Shinasai! He's not exactly a delinquent, just really rude
Tokyo Crazy Paradise He's a yakuza but the girl is crossdressing and he's the only one that knows.
Akuma ga Kitarite oneshot
Hana yori Dango maybe? he's a rich snob, kinda delinquent
Atashi no Banbi I havent read it in a long time so i forget who falls first
Tonari no Kaibutsu-kun
Akuma de Sourou the description doesn't sound like what you want but the one she likes is not the delinquent who likes her.
Haihireul Sineun Sonyeo
My Wonderful Sweets Kinda. Oneshot
Obaka-chan, Koikatariki I havent read this one but its on my wish list and i think it fits by the category tags
Also try looking through HAN Yu-Rang and HWANG Mi-Ri's manga. They make a lot of delinquent Manhwa

I'm somewhat stunned that no one has mentioned either:

Yanki-kun to Megane-chan

or

Yamada-kun to 7-nin no Majo

You could basically use your request exactly as written as the synopsis for these two manga. Keep in mind it's not a straight-up romance and it doesn't start at the very beginning of either. These were both written/drawn by the same author.

The same guy that did Ocha also did Cheeky Angel, which fits the bill nicely.

Midori no Hibi has the girl falling in love first, but otherwise fits well and is an absolutely AWESOME story. The girl, though some unspecified magic, takes the place of the guy's right hand. Despite your expectations, the "right-hand lover" gag is used, at most, ONCE throughout the whole series; it's quite early, and very minor, pretty much just a mention of it. The gag is actually played very well, and the romance builds very well and very lovingly. The final volume brought tears to my eyes.

Angel Densetsu has a side character delinquent with a one-sided romance that's constantly trying to get the girl to return his affections. It's only a side plot, but the main story is gut-busting hilarious on its own and I can recommend it completely.

If you have read Akuma ga Kitarite, try read the sequel Kimi ni Koishite Ii desu ka.

Beast Master not exactly delinquent, but he has scary face and good at fighting.
