Unless the summary is especially interesting to me, I always go by the rating actually. In my experience, if there's already more than a chapter or three scanlated and the rating is hovering around 9.0, it usually isn't shit. Exceptions withstanding of course.

Manga is the way to go. Like someone already said, the last 30-40 episodes are entirely filler, so unless you really liked the manga and want to see it animated, I'd give a skip to the anime.

Asano Inio's works come to mind. Though it it's labeled as seinen, Solanin would be a good bet. It'll surely appeal to you if you'd normally like a serious josei, too.
