best way: ask them out on their birthday or some special event? [i have no idea, never done it before.]
or something like get an electronic billboard to say it,while your on a date...but that's more like the "will you marry me?" type.but if you have enough money...
worst way:
1.telling them "You've been a great rebound, but the game's now over"
2.tell them you've turned gay
3.move without notifying him/her then write the reasons why you should break up.and send it to her via mail.

-In person. Be honest, be self-confident, and relax. Making the conversation 'about them' instead of 'about you' is a good touch. Look the other person in the eye.
Worst way to break up, from personal experience:
-Losing interest and not bothering to tell the other person. (He was not even cheating on me. Just too cowardly to break up. Bad.)

I coulnd't say what the best way to ask out is, but the most upset I was when a guy broke up with me, he did it over the phone. Wouldn't speak to him for years.

Dunno about best way to ask someone out, I imagine just going in straight for the kill will work best. Have no experience myself, yet to meet someone I actually remotely feel interested in.
worst break up ever I could imagine, having a long relationship with someone and actually giving them a spare key to your place.
then come home one day to find your boy/girlfriend in your bed with five guys/girls screwing each others brains out. and then them saying as an aside that you really shouldn't see eachother anymore.
now that would be traumatizing.

In reality the best way to break the ice and ask someone out is the simplest way. Tell them you're interested in them in a casual manner, or just say you'd like to hang out sometime. Don't sound desperate, and don't make it sound like you're pulling all your lines straight from a book (as in what you're saying is scripted.) The more you do it, the easier something like that gets.
I'd still go for the pull-up though, it'd be priceless.

Ask them face-to-face! I think it's very cute if "the asker" asks to meet up at some public place. Not that much crowds/people but not too desolated. A public park would be cute. Somewhere interesting for him/her.
It's better (in my humple opinion) to ask after or like 2/3rds through the "date/hang-out". If you ask in the beginning, the atmosphere will be awkward throughout the whole day. Guaranteed.
I'd love for a guy to ask me to go play at the public park, buy me a popsicle, sit on the roadside, and ask me out. >__>
