im at a loss for manga that are set in victorian times that are not shoujo/romance centered
preferably, it has some kind of dark plot
what im talking about is like:
D.Gray-Man
Pandora Hearts
Kuroshitsuji
Tetragrammaton Labyrinth
and the first part of Jojo's Bizarre Adventure

Hmm....maybe Godchild? Pretty sure it's Victorian era, and it's got a very dark plot. There is some romance, but most of it's either really minor characters or just subtext....

Seeing that you can read Japanese, I highly recommend Under the Rose - Haru no Sanka. It's a good seinen, dark and twisted too. There's no romance though no fantasy or action either.
These:
Bolt & Lantern - shounen romance
Kizoku Tantei Edward
Crimson Cross
Ikoku Meiro no Croisée - 19th century France. Romance but very light and a shounen.
I am sure you have read or heard of Hellsing.
Hakodate Youjin Buraichou Himegami - 19th century and I've seen characters in Western attire in it (though it's probably set in Japan).
This is only ten pages. I am sure you can find what you are after among them. I have excluded yaoi, shounen-ai, hentai and doujinshi for you.
Kage no Re-voru - Kamen Kaitou Ryupan and Belle Starr Goutoudan look like they are set in that era and in Europe.

If you didn't get into Emma much these probably won't be for you, but Kaoru Mori's other series in the same time period Shirley (http://www.mangaupdates.com/series.html?id=1179) and its sequel Shirley Madison (http://www.mangaupdates.com/series.html?id=5023) are cute Victorian slice-of-life.

Kuro Bara Alice is new and there are only two scanlated chapters but it is dark and Victorian.

Oh wow, now when I think of it, most of the victorian themed mangas I read are romance!! gosh!

I reckon some of Mitsukazu mihara's one-shots (they're victorian themed and quite macabre)

Night Exile is set in like the 17th or 18th century. That's why I didn't mention it. RustBlaster, etc. are just gothic inspired fantasy, not Victorian or in that era at all, just to note.
Crimson-Shell is probably closer. Looks like it's got a similar setting as Pandora Hearts'.
YATSUFUSA Tatsunosuke has a couple of Victorian/England themed (seinen) manga, not listed on here though. You probably have to find them from Japanese sites.
Edit: I totally forgot Embalming - The Another Tale of Frankenstein.
