I am looking for a medium length, shonen manga with some romance. Very little will do too. Shojo will also work but there has to be minimum annoying whining and lots of kick-assery.
No yaoi, yuri or smut. And it must not be too long either.

Let me see if i got this right. You want a romance manga with action in it and not those silly romances where it seems like nothing happens right?

Ok here are some stuf you will definately like:
The Breaker Though romance isn't the main focus here I liked the romance a lot in this
Tsukihime Here too romance isn't the main focus but it's good
Ef Here romance is the main focus but it's only romance and nothing else no action and stuff. It is pretty dramatic though and I'm almost certain you will like it
Summer wars This one is kinda short but there is action there is romance there is everything you like in here. Definately check it out if nothing.

Those I'm not sure if you will like:
Gantz It has romance (not the main focus) but it takes a while to get to it and it kinda makes you feel bad for the characters in some points. I will probably ruin the plot if i say more though. Oh and it's pretty long too (still ongoing in fact)
Sankarea Romance is the main focus here. I'm not sure if you will like this one cause there isn't much action or drama here. Still it's a very good shounen romance with a bit of shounen comedy if you get what i'm trying to say.
Dengeki Daisy This one is a shoujo but it's not silly at all and some parts that you could consider silly pass out as jokes so it doesnt affect anything in the plot. Don't really know if it qualifies but give it a try.

1/2 Prince / 1/2 Prince (Novel) - does this count as long? The novel is 8 volumes total, and the manhua is currently at 10, going to end somewhat soon-ish.

I think people have varying opinions of medium lenght. I mean, cross game (17 volumes), Ef and Dengeki Daisy are ongoing and 10+ volumes, Gantz is ongoing 31+ volumes.

Anyways, I recommend some of Kawashita Mizuki's shorter manga. Anedoki and Hatsukoi Gentei. Both are very light reads and pretty standard shounen romance affairs. Hatsukoi Gentei has one of the largest casts of any romance though, and doesn't really focus too intently on any one romance. Its more of a large number of interrelated short romances.

A little more on the seinen side, I recommend Miman Renai. Its a story of a 30 year old programmer of an eroge company who meets a middle school girl. It sounds like it'd be horribly pedophilic, but its actually rather sweet and innocent.

Also on the seinen side, Ressentiment. This one is a bit a darker and weirder. It definitely has some faults, but its an interesting read. I will say that it has some questionable sexual allusions in it. But, its about a guy who falls in love with a virtual reality girl and becomes obsessed with escaping his real life to be with her.

Being hypocritical, I do recommend Adachi's works, though they're on the long side. The "short" ones are going to be like 12 volumes. The long ones will be like 30+. Cross Game, Touch, H2, Katsu, etc.

Lastly, I'll recommend Mizukami Satoshi's works, Psycho Staff and Lucifer and the Biscuit Hammer. They're more on the action with a side of romance. Lucifer BH is especially good. Psycho Staff is very short though (1 volume).

Its seinen because of the magazine it runs in. There's nothing really specifically mature in it. Its a little less idealistic than the average shounen manga, but I don't think there's anything in it that you wouldn't see in a shounen manga. At least as far as I recall.
