Mc must be the male lead ;romance is welcome!

Pretty much.

Hum his power is active, so no.

In Enigma (or whatever way you want to spell it) the main character has the power to draw and write about the future.

So maybe that would fit

Technically speaking land of the blindfolded would work but I'm assuming its not the correct genre xp
On topic but slightly off would be the beginning of rosario to vampire as all he is good for in the beginning is motivational speeches that sound like crap and apparently get you hooked up in seconds, and making the female lead unseal herself(surprisingly isn't anything dirty, just a cross he takes off.... go figure?)
Other than that I have nothing.... maybe if you stretch it rly far, strategic people like lelouch in code. Would count... as he isn't strong in combat, but he lays down plans to make them better.... but imo that's too far off of the feeling so all I've got is a manga that the topic only applies to for the first half of the first season x.x

well you could try Yumekui Merry his non-combat power is passive (entering daydreams and seeing nightmares), while his combat powers are lacking in comparison to nightmares, so he works more as a supporter (for now)

Big Order every area he sets foot on becomes his territory (passive), everything within his territory can be controlled by him (active)

Psycho Busters he uses his power without being aware so it could be considered passive... (has no control over it until a certain point later on)

Melo Holic every time he touches... I guess thats called passive...

Ann Cassandra Two protags see the future, but both have no other abilities and have severe limitations on their powers. The main girl can only see glimpses in mirrors.

and Arcana Soul The girl has maybe three powers but she's completely unaware of them and so only uses them passively. She teleports without knowing to areas, and she can sense something she doesn't understand. She guides a detective who tries to help her to solve various cases.

Arcana soul is one I especially like.

To explain a little more about Ann Cassandra: The girl sees exactly one image, from that she has to figure out the time, location ect. Then they have to concoct a plan, and actually carry it out. I kinda forgot how the guy's powers work but its similar except even more limited, but that's made him better at figuring out information based on the little they see, and he's been doing it longer.
