I second Oresama Teacher, it's one of those rare shoujo comedies that had me cracking up every chapter and loving every single character
Yanki-kun to Megane-chan - although not exactly a shoujo romance, it's more like a shounen comedy with a slight dose of romance, but amazingly good
A lot of manhwa by Hwang Mi Ri tend to have tough heroines
Ah! Itoshi no Banchousama - the heroine can't exactly fight but she always pulls through the most meaningful battles
Kaichou wa Maid-sama! - student body president is a violent/tough girl who totally kicks ass to protect the female population
[m]Jun'ai Tokkou Taichou[/m] - female deliquent x male deliquent, and when I say the heroine's violent, she's REALLY violent
also, Red Lion and Saver are both manhwa with tough female leads who fight guys, although the latter is actually a fantasy
Gokusen is one you should definitely read if you don't mind the art style and the lack of romance (at least there really isn't much)
Tokyo Crazy Paradise is a somewhat sci-fi/action manga, but the female lead fights guys and wins
Oh, and also Shitsurakuen if you don't mind implied shoujo-ai, though I'm almost sure that it will develop into a BG relationship later on.

Yawara! I love her. Can be very tough but in a feminine way (not "macho").

Crimson Hero is a volleyball manga that starts off that way (tough girl), but I haven't read the whole thing so can't be sure. Girl Fight is another volleyball story, arguably "tougher" than CH.

Oh and Tetsuwan Girl kicks ass, if you're into all-female baseball teams with grit. biggrin

1) Zippy Ziggy--shounen but girl is stronger than dude--not a typical shounen romance manga though-- its good aktuli

2) Grand Sun

I second Crimson Hero. its good and so is Girl Fight.
