I need a manga in which a character tries to teach about friendship value and human emotions and relationships value to some other charcater.
As the second character does n't believe these things,i.e relationships and emotions.
please ask me if you did nt get what i want.
please help me..

The closest thing I can suggest is Tomodachi no Hanashi. It's not exactly what you're looking for, but it does focus on the value of friendship thing.

Eternal Sabbath is a great example of this! Both the story and art are beautifully composed.
Cat Street also probably fits the bill. Also Holyland, kind of. (Though with this last one it's not that the main character doesn't believe in friendship, but more that he's never really experienced it, so a lot of the subplot is him figuring out what friendship really means...)

Hmm, well you didn't specify a demographic... (Shoujo, shounen...)
Anyhow, I'm going to believe you might want to bother with shounen, so Yu-Gi-Oh! is about friendship, and I haven't finished either the anime or manga, but following up to what was volume 27 of Yu-Gi-Oh! Duelist in the anime, it still follows through with the theme of friendship. Or you can just read the first 7 volumes (Yu-Gi-Oh!), but it's more violent than Yu-Gi-Oh! Duelist. There are skeptics of friendship such as Jounouchi, and then Seto Kaiba, and there are some further into the series that I don't know of other than Marik.

I love a well-written friendship in a manga even more than the romance! Though well-written friendships are even rarer than well-written romance these days...
I second Cat Street, and I recommend:
- Aria
- Amanchu!
- Saint Oniisan (not really about learning friendship, but it's a great friendship nonetheless)
The friendship in Nana is also the best part in the series, but the overall series is pretty dark and probably not what you're looking for. I also adore the friendship between Yvienne and Lariatte in Ciel , but again, it might not be what you're looking for.
Most of these series aren't "the second character doesn't believe these things" though, or rather, once they become friends they stay extremely good friends until the end of the series.
