Sorry but this seems kind of wrong as must shounen/seinen/shoujos and many more couples start as just friends! I bet you want things where it starts which chars that dont have a hidden crush to the other char. But that pretty much takes everything out from the category someone posted. This is a hard one.
Probably the only one i can think of is Deadman wonderland. its still ongoing and i dont think they will ever become a couple but
