Cute guy, but not so silly:
Ouchi e Kaerou - the whole manga is cute and short ^^
I forgot Mekakushi no Kuni - here the guy and the romance is really sweet.
Hitoribocchi wa Samishikute - guy isn't silly but nice and cute.

Yeah... that's all from me 😀 I can mention some other cute shoujos but they don't have this "silly" part 😉

I have just found a nice shoujo without harem, called Two, Soaked in Sin, and there really is no smut or too 'mature' themes in it, despite the scanlators' warnings. Try the first chapter and you will see what I mean.

If you liked Kimi ni Todoke try Hiyokoi, it's like the same but with cuter (but sadly less) characters
also Hana to Akuma is a really good read.

If you're that desperate for new mangas, try the top rated ones from my reading/completed list (9/9.5/10) there shouldn't be too much action in those (and if, then theres an equal part drama or things like that)

Perfect Girl Evolution - a girl lives with four boys who are supposed to make her into a perfect lady. It's still ongoing, but since it doesn't really have a plot arc, it doesn't matter. It sounds like a reverse harem, but it's really not, because only one guy is in the running for love interest.
Fruits Basket - pretty obvious choice, but I figure there's always someone who hasn't read it.
Bokura no Pink - I just read this, really cute.
