I'm looking for an insanely satirical manga. Something like Joseph Heller's CATCH-22. It should not be shoujo. It doesn't have to be a military satire, but heavy satire should be present on any topic: politics, society, psychology etc. anytopic will do.

I didn't read CATCH-22, but... Something like Mudazumo Naki Kaikaku? Saint Oniisan too, but you probably know it already...

Franken Fran is the only one I can think of that I really liked. Kigitsu Katsuhisa's other manga Arthur Pyuty wa Yoru no Majo is also pretty heavy on the satire, though it hasn't been scanlated in ages.
Sayonara Zetsubou-Sensei is pure satire.
I don't understand - do you only want completely scanlated manga? If so, you should specify in the first post.
