Thank you all. I looked through them and either finished them, was disappointed that they weren't entirely scanlated, or couldn't get past a certain amount of chapters.

Gokinjo Monogatari

You may have already read these series but if you haven't you should definitely try them.
- Tokyo Crazy Paradise -- Same author as Skip Beat but has more of a fantasy element to it and romance is a faster development. (I personally like it better than Skip Beat)
- If you loved Penguin Revolution then you should definitely read Land of the Blindfolded If you haven't already.
- Lastly I would recommend Arakure -- it seems to fit most of the criteria you are looking for, and is a really good story.
