A romance manga where the male is probably prettier or cuter then the female.
The type that can rock a dress kinda adorable, but if possible, I want him to be as adorable as he looks.
Adorable guys like Kanato in Diabolik Lovers are let downs. He would've been 10x better if he was sweeter to her. (Although, the concept of Diabolik Lovers is probably for people into dirtbag jerks anyway, sorry not sorry)
There was one manga that involved soccer, and the female lead was in love with a girly, timid guy, and she mistook him to be gay, but he eventually tells her he loves her? If anyone knows it, do tell please
Practically, a gay uke personality that's straight. I'm actually okay with any smutty parts of hentai on SOME levels, but he has to be submissive to the girl.
Examples, like: Otomen, Akira from Ai Ore! Would've been better if he didn't have the part of his personality where he was manly and possessive.
Bocchan to Micchan is a good example. He's a cute little tsundere!!
Kawaii Oresama is ok, I prefer the female lead ended up with that Mizuki kid. Mizuki in Kawaii Oresama is almost everything I'm looking for.

Mizutama Honey Boy is probably exactly what you are looking for...
Takane no Hana Nara Ochitekoi!! might also fit, though he really tries to be manly towards the girl... only to fail miserably.

Maybe, Magi - Labyrinth of Magic would be something that you'd like.
I don't read tons of manga, so mine are pretty basic, but here it goes:
It's not a romance, but Gugure! Kokkuri-san's male protagonist is basically the perfect stereotypical Japanese wife.
And while he's not necessarily girly, the male lead, Kazehaya, in Kimi ni Todoke is adorable and (in the author's own words) "so nice he's stupid". I definitely recommend if you're a fan of boys blushing and being affectionate.
Yun in Akatsuki no Yona prides himself on being a "pretty boy" and crossdresses several times throughout the story, plus has really great friendship with the protagonist. He's also the biggest tsundere to tsundere. He's not the male lead, though, just a major supporting character
Livi in Soredemo Sekai wa Utsukushii is kind of a spoiled brat (as to be expected from a child emperor), but he does care about the female lead, Nike, and works to improve himself for her. He's not especially girly, but he looks 12, which is almost as good?
It's shounen-ai, but Prunus Girl is about a boy who dresses as a girl but very much identifies as a boy. It's cute and the romance develops nicely.

Just wondering, are you ok with gender identity issues? If so, the first one that popped in my mind, I'll recommend but if you don't have an open mind towards that stuff, it's not worth mentioning the manga to you....
Here are some other ones but submissive + adorably girly male lead is hard to come by (usually they end up being quite strong as well as manipulative).
Ouji-sama ni wa Doku ga Aru
Coda
Usotsuki Lily
Princess Princess
Kimi no Neiro
Dear Mine
Shouri no Akuma
Zig Zag
