That's very broad in the sense that shojo is more than just "romance". Personally I avoid them as much as possible, but I've read some so here it goes.

Skip beat, my favorite shoujo.
Seconded on Skip Beat! and Kimi ni Todoke.
Also for high school rom-coms, Oresama Teacher, Ouran Koukou Host Club, Gyakuten Honey (by the author of Gakuen Babysitters), and Kaichou wa Maid-sama.
Kamisama Hajimemashita for a supernatural rom-com.
For fantasy romance/adventure, Akatsuki no Yona and Soredemo Sekai wa Utsukushii
For high school/light sci-fi drama, try Orange.
For something that isn't technically shoujo but feels like one and pokes fun at the tropes, try Gekkan Shoujo Nozaki-kun.

For shoujo titles (other than what's already been mentioned) I'd suggest 360° Material, Basara, Coda, Eensy-Weensy Monster, Full Dozer, Gokinjo Monogatari, Houkago Hokenshitsu, Kyou, Koi o Hajimemasu, Orange Marmalade and Strobe Edge.
