*Rosario+Vampire- Main female seems weak, but is extremely strong, male lead is very weak.
*She's Scary- Female controls the school even though she just transfered, male seems cool and calm, but actual very scared and weak, a manhwa.
*Hot Blooded Woman- Female lead is the ruler of her school and is feared by many. one male lead is strong while the other is weak, cool, and doesn't seem interested in fighting, a manhwa.

I think. The girl has monstrous strength and the guy is a coward, but I haven't read enough to know for sure if he's weak. He can't hit a metal light-post without being a baby, anyway. Also, this one's more oriented towards comedy and it's a manhwa, to be specific. It's listed under the romance genre, though. It's a very good series.

Rose of Versailles - It takes a few volumes to show up, but the main romance is between Oscar, a crossdressing, swordfighting, manly girl and Andre, her comparitively wimpy servant.

I might as well mention the obvious Love Hina. Many women in this can clean his clock.
Battle Club another one. Except this guy is more then physically weak, he's a loser with less then noble ambitions.
