not sure you'll like it becasue of the old art but.. Banana Fish Deep(touching) friendship with a tragic end/well developed characters and story.(made me cry at the end...) I advise you to READ the reviewsbefore reading this one
A short one volume but contains a deep touching plot Heptagon
Natsume Yuujinchouheart-touching(with some tragic twist from time to time) manga/well-developed story (anime/manga) contains "fight scenes" but not considered to be action/adventure type.
The Anime Code Geass, now this one was worthy to be called EPIC. The end is tragic but oh-so awesome, especially if you realize his plan. I watched half of the first season since I got bored-ish, but the second season was O_O
the ending was quite amazing, how everything was originally part of his plan

Flowers of Evil and Savage Garden.
They're both by the same person but they are both SO GOOD.
Flowers of Evil is dark and twisted, though. You should read the reviews to see if you want to read that kind of thing. I have to say that I put off reading it for a couple of years because I wasn't into incest and stuff, but man am I so glad that I decided to read it in the end because it is SO WORTH IT.

Seconding Code Geass (the anime) and Liar Game.

xxxHolic really has everything you're looking for, minus action genre.

Claymore
Battle Angel Alita does have more but it turns into a more less of a tournament style series in Last Order. It's great. But the original nine volumes are where its best.
Appleseed even though its painfully short at five volumes, it is excellent
Blade of the Immortal
Gunslinger Girl
zipang now that someone is somewhat regularly scanlating this
3x3 Eyes the same group has been scanlating it for almost ten years. that's got to mean something right

as for anime
Ghost in the Shell: Stand Alone Complex
Texhnolyze no painful to watch, but now I wish I had kept my DVDs of it
Speed Grapher the ending makes up for any missteps it took earlier on eyes
Serial Experiments Lain confused
Ergo Proxy
The Legend of the Legendary Heroes redundant name but its accurate.

Seconding Tsubasa Reservoir Chronicle, xxxHolic and Vampire Juuji Kai, also maybe you could try Count Cain/Godchild series?

As for anime, these could be to your liking:
Eureka Seven
Juuni Kokuki
Princess Tutu
Cowboy Bebop
Higurashi no Naku Koro ni
Mugen no Ryvius
RahXephon
Tenkuu no Escaflowne
Code Geass
Scrapped Princess
Shakugan no Shana
