Action managa with an already strong main character

Hi,
I am looking for an action manga with an already strong and/or competent main character.
Too tired of the weak and hot headed idiotic main characters that need to undergo billions of training sessions in order to become somewhat strong. Just like in the millions of other cliched shounen mangas.
Here is the kind of manga I want:

Not hardly. Yes, there are a couple of fights, but I wouldn't call it action at all. You want action shoujo, you want Tokyo Crazy Paradise, Grand Sun, Star Blacks, Basara. You don't want Vampire Knight. Vampire Game, maybe. Or Dazzle.

If you want a strong main lead in a shoujo action manga, you've gotta try SAVER. She's strong enough to kill ppl, just without the blood+gore.
I'd call it the shoujo version of Claymore.

Dazzle/Hatenkou Yuugi is STUFFED with action, although there are quite a few laid-back scenes.
