I've read the manga ..the world god only knows and I liked that he tries to pick up as many girls as possible . Are there any other mangas out there like that in which the character plans and plots how to CAPTURE a girl.....thanks ..

The Tale Of Hikari Genji is an old japanese folktale about a man who raised a little girl to be her wife when she grows up. In this story the aunt "raises" the main character to become like Hikari Genji.
If any of this sounds kinda bad to you, don't read it. The series is exactly what it seems like.
Also, tough luck finding something even more similar to TWGOK.

Seitokai no Ichizon he keeps saying that the student council is his harem and that he's trying to achieve the harem ending.
High-School DxD he often says he wants to become an harem king.
It's more in term of ideas than actual executions, but it's still the best I can come up with. If you want a character more obsessed who is actually trying to do something, maybe you can try Ai Kora even if the premises are different.
